To support the “Mandatory Building Inspection Scheme” (MBIS) and the “Mandatory Window Inspection Scheme” (MWIS), the Hong Kong Housing Society develops and operates the “Voluntary Building Assessment Scheme” (VBAS) with the objective to encourage building owners to properly manage and maintain their buildings on their own initiatives.

All private domestic buildings and composite buildings (domestic and commercial) with building management are welcome to join the VBAS. Buildings certified under the VBAS will be recognized by the Building Authority for having fulfilled the requirements under the MBIS and MWIS (in respect of windows in common parts only) within the respective inspection cycles.

The implementation schedule for the Voluntary Building Assessment Scheme is as below :

• Training of VBAS Assessors: start receiving enrollments from early May 2012
• Registration of VBAS Assessors: start receiving applications from June 2012
• Application for Building Certification: start receiving applications from July 2012
