1. Why is there no assessment cycle under the VBAS?
    • The VBAS is a voluntary scheme implemented to support the MBIS. It aims to provide building owners with an alternative other than the MBIS to proactively manage and maintain their buildings in a sound condition so as to be exempted from receiving statutory notices from the Building Authority (BA) for mandatory building inspections. Similar to the MBIS and MWIS, VBAS is a one-off inspection and assessment of the buildings according to the building conditions at the time of assessment;
    • Corresponding to the inspection cycle of MBIS & MWIS, for buildings aged 30 or above, building assessment shall be carried out once in a period of at least 10 years in order to maintain BA’s recognition and not be required to conduct mandatory inspections in the respective inspection cycles under MBIS;
    • To maintain BA’s recognition and not be required to conduct mandatory window inspections for the windows in common parts in the respective inspection cycles under MWIS, building assessment shall be carried out once in a period of at least 5 years;
    • Nevertheless, the Hong Kong Quality Building Assessment Panel encourages building owners to join the VBAS regularly to ensure their buildings are continuously maintained in good management and maintenance conditions and to maintain the prestige of the awards under VBAS; and
    • The BA reserves the right to serve MBIS or MWIS (for windows in common parts only) statutory notices against the certified buildings should any basis upon which the VBAS Certificate / Premium Certificate issued is subsequently found to be invalid or should change in circumstances of the building concerned after the issuance of VBAS Certificate / Premium Certificate warrant it.
