To qualify for registration as a VBAS Assessor, a professional must satisfy the following criteria:

Three VBAS Assessors' Lists are established under the VBAS.  The required qualifications are as follows:

VBAS Assessors List 1

The professionals on the Inspectors' Register maintained by the Building Authority (BA) are eligible to register as VBAS Assessors List 1. They are eligible to carry out assessment of both "Building Safety Category" and "Building Management Category" totally 10 elements. The qualifications required for registration as Registered Inspectors (RI) are:

  • Registered Structural Engineer
Practical experience gained in Hong Kong in any building repair and maintenance project as an AP, RSE, RA, RPE or RPS within the 7 years preceding the date of application
  • Registered Architect
  • Registered Professional Engineer in Building Discipline
  • Registered Professional Engineer in Structural Discipline
  • Registered Professional Surveyor in Building Surveying Division
Practical experience in building construction, repair and maintenance gained in Hong Kong for a period or periods in aggregate of not less than 1 year within the 3 years preceding the date of application
  • Registered Professional Surveyor in Quantity Surveying Division
  • Registered Professional Engineer in Building Services (Building) Discipline
  • Registered Professional Engineer in Civil Discipline
  • Registered Professional Engineer in Materials (Building) Discipline
 Appropriate practical experience in building construction, repair and maintenance gained in Hong Kong for a period or periods in aggregate of not less than 3 years and of which at least 1 year falls within the 3 years preceding the date of application

VBAS Assessors List 2

VBAS Assessors List 2 are divided into List 2A and List 2B in accordance with their professional qualifications. They are restricted to assessing the Building Management Category only.

VBAS Assessors List 2A

VBAS Assessors on List 2A are registered professionals possessing RI equivalent professional qualifications but practical experience as required for registration as RI is not required. They are eligible to carry out assessment to Elements 7-10 under the Building Management Category.

VBAS Assessors List 2B

In addition to those registered professionals under the List 2A above, other suitably qualified professionals can be registered as VBAS Assessors List 2B. These professionals are restricted to assessing only Elements 8-10 under Building Management Category.

  • Registered Professional Surveyor in Property & Facility Management Division
  • Registered Professional Surveyor in General Practice Division
  • Registered Professional Engineer in Environmental Discipline
