To qualify for registration as a VBAS Assessor, a professional must satisfy the following criteria:
Three VBAS Assessors' Lists are established under the VBAS. The required qualifications are as follows:
The professionals on the Inspectors' Register maintained by the Building Authority (BA) are eligible to register as VBAS Assessors List 1. They are eligible to carry out assessment of both "Building Safety Category" and "Building Management Category" totally 10 elements. The qualifications required for registration as Registered Inspectors (RI) are:

VBAS Assessors List 2 are divided into List 2A and List 2B in accordance with their professional qualifications. They are restricted to assessing the Building Management Category only.
VBAS Assessors on List 2A are registered professionals possessing RI equivalent professional qualifications but practical experience as required for registration as RI is not required. They are eligible to carry out assessment to Elements 7-10 under the Building Management Category.

In addition to those registered professionals under the List 2A above, other suitably qualified professionals can be registered as VBAS Assessors List 2B. These professionals are restricted to assessing only Elements 8-10 under Building Management Category.
